imported clips all go to background layer

All imported photos go to background layer even when I import a new clip it just changes into the background layer. I open a new layer and click onto it then import a PSD photo etc but the new photo just changes to the background layer and when I click onto the first photo window then that changes to the background layer and so on. Clicking any of the windows will not create a new layer instead it just replaces the backgound layer with that image. Very confusing.
 
What types of file - extension types - are you importing? Version of PS? What happens if you open the original photo and copy then paste into your target document?
 
G'day, I am using PS7 and importing .PSD and .JPEG images which I have also recently imported without problems so I am opening Photoshop - file - new, name it then drag and drop my photos from source. All was going well but then disaster. I am new to photoshop but have a good handle on Premier Pro etc so I have used Adobe products before.... I must have changed a setting somewhere???

G'day again, yeah I have done the control-alt-shift thingee but no luck (it worked OK), I have noticed that about 95% of the images in the browser window have a lock sign in the upper left corner and no matter what I do I can't unlock them. I have read all the threads here and I have been right through the help pages but to no avail. This has got me stumped and I find I can't do any work at all because of this problem. Would a uninstall/reinstall help do you think??? The original source images don't have a locked emblem on them however even those go straight to a background layer... I create a new layer above the background layer and try to put a new image into it but the new layer just shows a blank icon and when I click on either one of the two images or however many images on the canvas windows they show up as the one background layer in the layers pallet and change from one to the other as the background layer (one layer only, just swaps the picture in the background layer from one to the other).
This is very strange indeed. Thanks heaps for your reply.

OK all is solved. It is official, I am a dickwit! User fault and as a beginner I guess s--t happens. Thanks for your suggestions and help. Cheers now.
