Import Last, First issue

I'm trying to import a few hundred stations on CM 3.1.4. The names are Last, First. When try the import with a tab delimited file then the names import as "Last, First" (with quotes). When i try to import it with a comma delimited file it imports the names as "Last (one quote and no First name).
How can I keep the names in Last, First format?
 
It's a .txt file, right? Open it in wordpad or notepad, do a find/replace and get rid of the quote marks (find " replace with nothing). Save it, then run the import as a tab delimited file.
