Images Appear as Raster Graphics

I am using Crystal Reports XI.
We are using Crystal/BOXI with a web-interface.

When exporting from the Crystal report to a PDF through the web-interface it prints as a raster graphic and is blurry.

I have tried .jpg, .bmp, 'converted' the image in Crystal, different printers, and have called on network support for printer-drivers.

It still prints badly.

Ideas Please?

Never mind, we have resolved the "mystery".

It was the printer driver for some of the users.
The upgraded printer driver created a clear company logo in JPG format.
