Image pasted into Outlook 2003 wont show

I can't copy and paste an image from ACDSee, SnagIt , IE... into my Outlook 2003 emails body. I get a broken link icon. Oddly, if I paste the image into Word first, then copy it again into the clipboard... then it WILL paste into the emails body???

Anyone have a suggestion on how to fix this?

Will it let you do the following?

Edit > Paste Special
Device Independent Bitmap

I have tried paste special and the same thing occurs. It pastes without error, the image jsut won't show up. Just like it cannot find the path to the image.

Note: I have cleaned up the HD and patched it. Now the users is able to paste from ACDSee but not the "SnagIt" app. Does anyone know of any issues with SnagIt? I will continue looking in that area.
