There is nowhere there that tells you to combine the files or that both are htaccess..

You must have php incorrectly set up..

when I went to " it gave me...The requested URL /php/php.exe/sign.php was not found on this server. I read the part in your FAQ about php...it just says place...# Begin PHP
ScriptAlias /php/ "c:/php/"
AddType application/x-httpd-php .php
Action application/x-httpd-php "/php/php.exe"
# End PHP
in the httpd.config file and restart server

Have you installed PHP?
Where did you install PHP to? (what directory)
