I feel real stupid. It's not like I just started using Illustrator, been using it for years. Unfortunately I did not catch the probem before I saved the file. I have no idea how I did this.
I have already started to rebuild the job from scratch.

I don't remember, did ai8 have sublayers (if you go to the layer palette, is it possible to click a little expanding button on the layer level to show all the sublayers/objects/groups)? If that's the case, you can drag sublayers up to the full layer level.
I suspect, however, that the sublayer concept wasn't introduced until 9 or 10. It may be worth upgrading (or downloading the cs2 trial just to fix these files).
You may be on to something here. I also have Illustrator ver 9 but I am using ver 8 on this map project because it runs much faster than 9.
I opened my file in ver 9 and there indeed are many sub layers. The main layer by some default took on the name "Layer 50". Nested under that is another layer named again "Layer 50". Under that is a layer named "<group>" and it is on the same level as the second "Layer 50". Then nested under "<group>" are many, many layers each with the name of either "<path>" or "<compound path>".
This all suggests to me that the vector data I need still exists in the file. But I have no idea if I can get it back into its original layer structure. I wonder if Adobe tech support can help me?
Does 8 have "Paste Remembers Layers" in the layer flyout menu? (It frustrates me that I don't remember all this crap from way back when...)
If it does, you could open the file in 9, copy everything (make sure all layers are unlocked), then set "P...R...L" in 8 and paste. Long shot, but you never know.
Yes there is. I read the Help for this but it does not seem to be anything that will be of help. I did however run the Release to Layers, both with and without the Shift key held down as explained in the help below. This created over 8,000 layers!

Creating layers automatically
The Release to Layers command creates a new layer for each object in the selected layer or group. The resulting layers are located within the selected layer or group.
If you are using the Release to Layers command on complex groups such as a blend between two objects, you need to ensure that the group is selected in the Layers palette, rather than just the top-most layer. For more information, see Targeting layers, groups, and objects to apply appearance attributes.
To place objects on separate layers:
1 Select the layer or group in the Layers palette.
2 Do one of the following:
To separate each object onto its own layer, choose Release to Layers from the Layers palette menu. For example, assume Layer 1 contains a series of circles, one next to the other. This command places each circle on its own layer. This is useful for creating motion animation effects when you export the frames, by showing each frame with the object in a new position.
To separate objects cumulatively onto layers, hold down the Shift key and choose Release to Layers from the Layers palette menu. For example, assume Layer 1 contains a circle, a square, and a triangle. This command creates three layers, one with a circle, square, and triangle; one with a circle and square; and one with just a circle. This is useful for creating cumulative animation effects when you export the frames, showing one object, then each additional object, for a kind of "typewriter" effect.
You can export layers as Flash frames to create a Flash animation. You can select the Write Layers option when exporting in Photoshop file format to create a GIF animation with Photoshop.
It might help if you can send me a copy (if you feel comfortable doing so) of the file and/or the exact result you're looking for when it's all done. I can fiddle with it a little and see.
