IIS Virtual Directory, Trailing Slash problem

I have solved the problem.

The custom HTTP headers from the default website were inherited into the virtual directory that I created. I removed the custome headers from their tab in the properties of the virtual directory and it worked.

so now,
AND

both redirect correctly.

Hopefully this will help someone in the future.
