IIS mmc console not available

How do I get iis.msc to work on XP Pro? I have ftp and remote desktop, and I want to administer them, but don't know how from XP. I've installed the win 2003 adminpak, but no iis console. I also copied iis.msc from another machine, but get a 'snap-in' error.

Do you have IIS installed on your box?

...never mind, I thought I had IIS installed because I installed Remote Destktop Web, which installs an Inetpub directory, but apparently not IIS? Anyway, I went to Add/Remove Windows components and installed it that way.
