IIS 6.0 Setup webpage W/Auth, and HTTPS site

Our agency wants to setup a web site with Novell GroupWise Web access, so users can retrieve email over the internet. I found how to setup the Web Access on an IIS 6.0 server, but our Executive users want the site to be more secure.

We want to setup a web page that users will have to use authentication, like user name and password, on a HTTPS page, and then hit the web page Web Access email, again on a HTTPS, and have to enter again a different user name and password. This is two different logins for a single user, that’s what we want. The Web Access is setup with that type of Auth. My question is how do I setup a webpage with that Auth. And how do I maintain the list of user names and passwords. We are going to use FrontPage 2004, to develop pages!

I’m going to use Windows 2003 standard server, and use IIS 6.0, and can I use the Certificate Auth server to issue certificates also in addition to the HTTPS pages?????

We got our budget cut AGAIN! And do not have a lot of money to spend in buying software, like Verisign, or RSA, so we have to make due with what we got!
