IExplorer BIG problem

Here’s my question:

Does anyone know how can I ‘intercept’ the Internet flow Before it gets processed by I-Explorer (or some other browser for that mater)? The idea is to block out some potentially child-harmful content or to insert hyperlinks when key phrases are found. I was thinking to use some kind of Active-x control but I don’t have nothing like an I-Explorer SDK, and the MSDN didn’t help me so much.
 
You can use IWebBrowser interfaces to manipulate IE. There are a lot of information how to use it in MSDN.
