IE6 favorites fail on top toolbar, but work on left

I installed IE6 on a new Win 2000 (SP2) computer. My bookmarks work in the (stupid) toolbar on the left, but fail when the same favorites are invoked from the top toolbar. There's a tech note on the Microsoft web site that has solutions of dorking with explorer associations or deleting them and re-installing IE6. I tried their advice and neither of these solutions work. If anyone's had this problem and solved it I'd appreciate hearing how.

Essentially nothing happens in this case where the top favorites links are pressed. A momentary rectangle ghosts, indicating that a error dialog box was elicited, but it is much too fast to read.
