IE6 crashes when ActiveX content runs

I work with a large number of computers running WinXP SP2.

The people that use these machines are normal users and when they load a web page with any ActiveX content (such as flash, quicktime, shockwave, etc.) it causes Internet Exploder (6) to explode/crash. Problem is not present with Firefox.

The problem has been traced to the level of access the users have. As a "Power User" or higher the problem is non-existant. Is there any way we can tell IE and/or ActiveX to run as a Power User, but have everything else treated as a normal user. Or is there an alternative fix for this problem?

Having all users as Power Users is not an option, unfortunately.
 
I have several users with this problem. The user level access is local machine Administrator. The browser (IE 6) will not crash every time. Occasionally the OS (XP XP2 fully patched) will freeze and the computer will have to be rebooted. I am still in the process of trying to find an answer.
 
We installed Flash Player 9 (9,0,16,0) and the problem seems to be gone. There must be something dodgy about version 8.
