ie6 cannot download, problem w/ install on demand, maybe script error

When attempting to download from ie6 running on Win98:
Three windows apprear with error messages-->
Top window says:
Microsoft Internet Exporer
! Installation of the component failed. Please try again later or choose 'Windows Update'...
Next window says:
Install on Demand(Internet Explorer)
To display this page correctly, you need to download and install the following components: Loading...please wait.
(it doesn't show what components)
Bottom Window:
Internet Explorer Script Error
! An error has occurred in the script on this page

I've tried repairing ie6 via the control pannel. It says that it cannot be repaired. The restore previous windows conf option is not availible.
