IE won't open tiff file,

Under windows XP ProInternet explorer only gives a new window, that shows blank.
When double clicking on a file on the local hard drive it opens fine. I'm assuming that the program that opens is the correct one, fax and image viewer, but i'm not sure, as I can't see the customer's screen. Any Ideas as to what I can check to see what the problem is?

IE does not support TIFF images by default.

yes. unfortunately, the problem is a new app IS called. just that the file actually never displays. it works fine if you download and double click.
