IE to take effect of the registry changes w/out closing?

Hello, I'm not too sure if it's the best place to post this question but I'll give it a try:
so I was wondering if anyone could tell me wether or not, it was possible for Internet Explorer 6 to take effect of the registry modifications without restarting IE.
Precisely what's going on, is that I made a software that would modify the IE related registry. For the moment I allways have to close IE, in order for the registry changes, to take effect in IE.
Is there any way for IE to see the changes in the registry without me having to close/restart IE...?
i hope that makes sence.

It depends on what the changes are. In most cases you will need to restart IE, if the settings relate to Security or any other settings that are loaded when IE loads then a restart is required.

If it is a setting that is read only when it is needed then a restart will not be required.

There are also occasions where you will change the registry and IE will not show that the changes have been made. However when you try and do something that requires these settings, your new settings will be used.

Well, I just made a little program for a friend that is paranoid and that wants to absolutely hide his IP. So I thought about making a program that rotates a list of proxy servers.
However, the only way I found to do that was to change the registry.
Eventhought proxy are security related (aren't they?), when you go to Internet Option, and change the proxy, the change will be applied without IE having to close.
Is there any other way to do so?
