IE Security Zone

I have an issue with a Windows 2008 R2 server running terminal services. We have numerous users on the machine sharing remote apps and Internet Explorer 9 is not working correctly. First off it is not allowing me to edit the security zones for IE. Secondly it is not allowing add-ons to run. (probably caused by the first issue)

This is happening company wide. I've searched through the internet and I could not find how to open up the security settings on a per user basis.

Does anyone have any ideas? I grandfathered this server in and it is killing me.
 
Internet Explorer 9 has issues of its own, you might try running some other browser.
