IE not keeping hompage after logout

I have IE 6.0, and Windows XP for home. After a user logs out, the homepage they placed into the properties changes to about:blank. There is also a pop-up that occasionally comes up. I have cleared all the temp files and history, and ran ad-aware 6.0. How can I fix this problem.
 
Is it being done this way ?

IE > Tools > Internet Options > General > make sure you have the home page you want in the Home Page space > click > Use Current , click Apply , click OK .
 
Maybe you have been hijacked .

Unable to access Internet Explorer > Tools > Internet Options .
Within Spybot S&D , the "Immunize" section has 2 check boxes blocking any changes to IE home page , as some spyware tries to do .
Uncheck the boxes .

Go to Control Panel & use Internet Options .
Or , use this program & untick , Tools > Internet Options menu .

I think the problem is in the login process. I run Spybot, and delete the files, logout and login, rerun Spybot and the files I had just deleted are back. How can I get rid of the stuff in the startup process.
 
Removing Programs From Windows XP Start up

You chould be able to right click on the start button >>Choose open >>>Programs >>startup and delete everything in that folder, either with a right click or select all.
