IE doesn't work, ping does

On a new installation of Windows XP Home (yuch!), IE will not reach any sites. Ping works fine, both for name and address resolution(can ping yahoo.com and 216.109.112.035) Set for automatic IP addressing, works the same way manually. ipconfig shows good IP, gateway DNS, etc. Plugged in my laptop to the same cable, got right out. Tried installing mozilla, still can't get out. This is a simple home network.
Any ideas?
 
Check your dns suffix. It probably needs to be set to mshome.net.
 
from first install - no access? What sort of internet connection is this? (you mentioned cable - is that from a your router or directly from internet (cable, ADSL etc?)

If its direct, do you need some sort of registration process for the machine first?
 
if you are not able to browse and you can ping all sites then either your winsocks, ssl or internet explorer is corrupted.

1) remove winsocks:
to do so click start, click run, type " regedit" (without quotes)
*it is important that you back up the registry first*
then open these folders...

hkey_local_machine\system\currentcontrolset\services\winsock
hkey_local_machine\system\currentcontrolset\services\winsock2
REMOVE THESE TWO KEYS( WINSOCK AND WINSOCK2)
then restart your computer.

once it starts back up reinstall tcp/ip components.

*it's important that you do this since when you restart the computer only the shell for winsock2 is created (when you reinstall tcp/ip it creates the other one)*

also do this

click start then run

type "regsvr32 softpub.dll wintrust.dll initpki.dll" ( without quotes) make sure they all succeed.

this should take care of it
if it doesn't

1) click start then run type "sfc /scannow" (without quotes) once this is done *RESTART COMPUTER*
this will run the system file checker tool and repair the internet explorer and other windows issues.

Thanks for your suggestions, I tried them and they didn't work because I couldn't reninstall TCP/IP and so winsock wasn't recreated. I ended up taking the PC home, formatting the drive and doing a fresh installation of XP Pro. It worked fine at my house, no problems, did all the updates, etc.
When I returned it to my neighbors house, I had the exact same problem. Can ping, but IE can't go anywhere. Again I plugged my laptop into the exact same connection and got right out.
It's Comcast cable, I bought a good router to cover the MAC address thing they're doing now.
PC gets a good IP (same subnet as the other PC in the house, which works fine). I can't understand what the problem is. IE works on MY home network, just not on theirs, so it would seem to be a networking issue, but then why does my laptop work?
Any ideas would be greatly appreciated.

I'd check both TCP/IP configuration and IE Lan Settings on both machines.

More suggestions:

1) See if you can pull up the router configuration page from the PC having trouble (getting to the router should be successful in IE)

2) Like Dian suggested, compare IE's LAN Settings on the Configuration tab of Internet Options

3) Try disabling the XP firewall and any other software firewalls that you have installed

4) Check WINS and DNS tabs under "IP Protocol -> Properties -> Advanced" and make sure the settings there match the other workstations

5) Try a direct connection through the COMCAST modem bypassing the router

6) Is this a wireless or ethernet connection to the router?

Have you checked your Internet Explorer proxy settings? If IE is configured to use a proxy server and the proxy server is unavailable you will experience your reported problems. This is not something you should have a problem with on a fresh install, but it’s something to rule out.

To check this setting, follow the following steps.

Open Internet Explorer
Click on the Tools file menu and then Internet Options…
Click on the Connections tab
Under the Local Area Network (LAN) settings section, click the LAN Settings… button.

Look under the Proxy server section and see if the Use a Proxy server for your LAN… checkbox is checked. It should not be checked unless you are using a proxy server.

Additionally I would recommend that you have the Automatically detect settings checkbox checked under the Automatic configuration section.

This sounds as if your connecting to a router at a friends house. If so be sure its not set to only allow 1 computer hooked to it. If so then untill its reset or set to allow more it will memorize the mac address of the one computer and will not let another computer use that ip unless reset. Not sure if this is your situation but kind of sounded like it.
 
Just for further explinantion, the same goes with how many are supplied. If the router is allowing 3 people to use it and 3 people have connected to it before you , untill its reset only those 3 people will be allowed to connect for it will be associating an ip address with each mac address. So you will either have to reset the router or allow more users.
 
If you are going through a DSL connection, where are you performing the authentication for PTPP? It should be at the router if you have multiple PC's attached to the router.

Well, thanks to all of you for your suggestions. I looked at all of them, and after trying all of them with no success, I started doing things that didn't necessarily make sense. I moved the PC to another part of the house, reconnected it with another cat5 cable, and voila, it worked! So I replaced the cable in the original room, and everything works fine.
So it was the cable.
Now as to why my laptop worked with that cable and the PC didn't.......I can only speculate that the NIC in the PC didn't connect as tightly with that cable as with the new one, but it doesn't really make any sense to me!
