IE 7 wont let me open a html attachment

I was sent a html document as an attachment but IE 7 wont let me open it.I get that Internet Explorer is blocking the site and when I click on the pop up to open anyways nothing happens. Then I go to internet options, I set security level to the lowest and I get nothing.I even go manually to enable everything that has to do with active X scripts ect. Does anybody know any other way to this??? Thanks

security and privacy set to med or low, advanced tab check the settings in there.

Instead of opening it directly from your mail client, does anything different happen if you save the attachment to the desktop, then open that?

Are you running any AntiVirus/Spyware that might be blocking that site? IE or your AV or malware apps may be doing you a favor by restricting your computer from access to it.
