IE 7 A new window opened in Internet Explorer displays a blank page

When i run updates some machines to IE 7 they encounter a problem that clicking on the link that opens a new window will only open a blank page and not the link. The only solution i appear to have to fix this is reinstalling of IE7. I have checked out the below link from microsoft with regards to registering the dll files but this does not work either by manually doing this or running the fix. I would be grateful if somebody could point me in the direction of a solution that will work other than re-install so i can script this and not have to redo every machine i upgrade.
