Icons on Main Screen Partially Hidden

Just installed JBuilder version 5 Professional on my Pentium XP Home system. Works just fine except that, on the upper window - where the tabbed control groups are shown - I can only see 60-70% of the icons below the tabs. Tried resizing that window, it won't let me.

Ideas/suggestions? Yeah, I can upgrade to JBuilder 9 from Borland - but it's such a hog in terms of loading and version 5 will do what I want/need it to do for now.
