Icon chasing or changing

My father has had a problem that started recently with the desktop icons either changing as the pointer approaches them, or with auto arrange deselected, the icons will run from the pointer.
Is this a virus or some executable that sneaked in on the back of legitimate email?
I've searched for the last executable that was received and nothing shows that might account for this behavior.
