IBM Remote Async node 16 port RS232

Our system has 3 of these terminal servers addressed by Smitty. After a power failure we have endless fun trying to get the addresses to match with the boxes. Is there a way of forcing them to keep a particular range of 16 numbers.

1) The terminal servers must be connected in order with lowest tty numbers bank first.
