i2001 hold doesn't work 1

I added two new i2001 phones to the Meridian 11C
CALL SERVER/MAIN CAB
VERSION 2121
RELEASE 4
ISSUE 00 T

Both phones work and I can make calls, but the hold button doesn't work on either of these phones.
I make my test calls with I2004 phone.
When I press a hold button on i2001 the voice path gets disconnected and when I press the line key to get a call back nothing happens. In the mean time the timer on i2004 continues to run as it was still connected to i2001.

Update
I restarted the PBX and a Signaling Server this morning and the problem went away for about 30 min. Phone worked normally and the problem came back.
