I/O File -- Need Help!!

This is your stock Master File update program. I read in an Activity File and randomly look for its match based on an index (Product Number).

The second I step through the line:

READ MASTER-FILE End-Read.

The FILE STATUS CODE goes to 39. Ideally I'll get 00 right? What does this mean and how do I fix it. My code is available and I'm sure you're gonna need more info.

Some of the codes are different from compiler to compiler however, this is what I know 39 to be.

39 Permanent error; conflict between the fixed file attributes and the ones used for that program's file.
