I need the "Act as part of the operating system" privilege

I am trying to install Norton Anti-Virus for Exchange on a 2000 Server, and it keeps saying it can not install because I do not have the "Act as part of the operating system" privilege. I am logged in as Administrator and I have also modifed the Group Policy and Domain Security Policy to explicitly allow me to Act as part of the operating system, and still I can't install this. Am I doing something wrong? Thanks.
 
Are you logged into the local machine or the Domain? I see you are using GPO's, can you try using Enteprise Admin rights??
 
I finally got it. Between the Domain Controller Security Policies, Domain Security Policies, Local Policies, etc...I got Policies in places I didn't know existed! I am not sure which one of the polices takes precedence, and I believe that was my problem. I am not too Policy savvy! Thanks for your help.
