I installld a PRI in a UX5000. Followed instructions for an SL1100 which is near identical from what I can see. The inbound and outbound calls work fine. At that time the voicemail died. All ports rang busy. I tried all troubleshooting methods and could not fix it. I heard that it could be a license issue. I removed one of the port cards, a 4 port COI card as suggested yet the AA and VM do not work. All ports busy. The system shows 200 ports with 24 in use and 176 available.
 
I'd power down and reseat the VMDB and CF for the UX Mail. If PCPro offers the cards icon on the home page, click on it to see if the CF is still recognized.
