Is there a way around initial logon? I cannot access the hard drive to reinstal OS

Why can't you access the HDD via a boot disk or boot CD?
A system that has neither a CD drive nor a Floppy drive seems strange and useless to me.

I assume you mean a BIOS password here, and not a windows password. If this is the case, try removing the bios backup battery and see if the BIOS password re-sets (you might need to leave it over night).
Other than that - you will need to either dismantle the laptop and short the bios reset lines, or send it back to HP.
