I have an option 11c 4.5
Can I change the time and date from example 27 9 13:00 to September 27 13:00?

I don't think it's possible. I have attached the PDF guide and page 76 lists the current time and date settings.

System wide phone display 2616,2008,2903,3904

For 2616,2008 (maybe 2903 - I've never seen one)
Press program key and go to IDLE SCREEN FORMAT (04)
There you can select different displays.

For 3904
Press the Options key and scroll to Date/Time format and select.

Sorry - I don't think there is a system wide command for that.

No system wide setting to change display format of time in LD2, it is a function of FW/LW per phone. The system format is used accros links like ELAN ELNK or AML links to sync other app servers
