I have a customer who has CM 7.0 virtualized at its main location, with 7 LSPs scattered around town. Each LSP has local POTS lines. They want the LSPs to use the POTS lines for 911, and for all calls to go out over them when they are in survivable mode. Is location based ARS routing the best way to do this, and if so, is there any way I can avoid having to program the entire ARS Analysis table for each location?
 
Yes, you need to use location ARS. I don't think it's as bad as you make it out to be. Most switches only have a handful of route patterns.

1. Say you had patterns 1-9. Use ASA Export/Import to copy these to 21-29, 31-39, etc for the other locations.
2. Use ASA to export the current ARS and reimport to each location just modifying the route patterns to suite the locations.
3. Modify the patterns at each site to use the POTS as the 1st choice for 911 and 2nd choice for everything else.

Should be less than an hour's worth of work. mostly brainless find/replacing in excel.
