I have an NT 4 box running Exchange 5.5. The problem i am having is that some of my users are unable to send out internet email and some users can. Everyone is able to send intra-office email. Any suggestions?

Do the users unable to send the mail actually have internet addesses under their properties in Exchange Adminisrator ?

Without it you are able to send mail internally but not axternally afaik.

any changes made on your exchange servers lately? how many servers/IMS's do you have? are all these users on the same server?

All users are on the same server and i have only one IMS. There have been no changes made lately besides creating new users.

Does Exchange limit the working of boxes if you cross the licences amount, and have licence manager running ?

Check the Delivery Restrictions on the IMS. Are the problem users getting any kind of NDR?

Do the users that can't send outside e-mail have two inboxes in their Outlook? If so you need to delete all profiles and reset them. They then should be able to get mail.

Increase the level of diagnostic logging on your IMS so that all SMTP interface events are logged.

Get one of the users to try sending an outbound mail and check the application log on your Exchange server. You should get a success audit notification if the outbound message was sent OK.
