I cannot load SP4 - it won't finish - Can't uninstall either

I cannot load SP4 - it won't finish. It gets to the point where it starts to install the file and then gives this error:

The specific error is: Access is denied - a nice red X box.

Then I get another box telling me the the installation did not complete that I should reinstall Windows again as a repair. Well, windows boots up fine and I have already done the repair.

I am installing from a full SP4 file on my local drive.

The windowsupdate doesn't offer it as an option - it sees some of sp4 I guess. It has a few updates that it won't load until I load sp4, which I cannot do. Look at the link above for what precipitated all this.

Changed my temp variables and rebooted.

No change.

I'm going to turn off protected storage and retry.

No difference.

Log shows event ID 4374
Windows 2000 Service Pack 4 installation failed, leaving Windows 2000 partially updated.
Service Pack 4 installation did not complete.


I just tried to install SP3. No good, it says it cannot install over sp4.

So I have partial sp4 or it thinks sp4 is loaded.

How do I tell Windows it doesn't have sp4 loaded?
 
I just found out how to uninstall SP4, you need to uninstall IE6 and it will show up.

not.

I tried to uninstall IE6 and all it will give me is the option to repair IE6.

Is this Windows 2000 or a game of Zork?
