I can receive, but CAN'T send! MS Outlook

I am using MS Outlook 2003. Due to the location I am in, I am using a dial-up connection. I am currently unable to send any messages using Outlook, but I can receive messages and access the web without problems.

I get an error message that says something about the connection was interrupted.

Please help!

Is this using Exchange, or just the POP3/SMTP Settings in Outlook? If it is the latter, I think there is a setting in the SMTP Send settings about requiring authentication. You may need to check with your ISP whether or not this needs to be checked.
 
Other than checking the smtp setting, you should check also if port 25 is closed by ISP or the applications you are using. If you using Mcafee 8 or higher anti-virus program it will close the port so check your port first.
you can give a command "telnet xxxx 25" on your command port where xxxx is your machine name.
 
I have also run across the same issue using Norton Internet Security where it wont send email, it moves it from outbox to sent items but it never sends the email.
