I can call Ext 7770 but cannot transfer a call to it "Release and try again"

Okay Experts,
Can you look at the below TN and tell me what might be preventing users from transfering calls to this analog extension.
Could it be the CCSA? Or the FTR FDN 7738(does that mean it is forwarded to 7738?)

Try changing SFD to SFA in the CLS. If that 500 set is forwarded then transferring a call to it would need secondary forwarding allowed there in order for it to transfer the call again.
 
SFA didn't help. Is there a way to turn off that forwarding through programming?
 
It is CLS FR2 that is your problem.
If you need to transfer external calls to this extension then try FRE.
You can read all the options in the Feature Guide under "Access Restrictions".
The FDN is only for Forward No-Answer calls.
