Hyperlink doesn't work

Using MS Publisher 2003 and XP SP3. Designed a nice site using Publisher for Photography Club. There are many photos shown thumbnail size. I want to be able to click on the thumbnail and see the full size picture. I have the thumbnails and full size picture files in an Image folder. I created a Hyperlink on one pointing to its larger file.

I thought I had this problem solved but alas I do not.
I did Insert a Hyperlink on the Object picture. So far so good. I can do the Ctrl-click on the picture in Edit. However, I get the following message from Publisher (not windows):
"Hyperlinks can be harmful to your computer and data. To protect your computer, click only those hyperlinks from trusted sources. Do you want to continue?"

Then it asks if I want to continue? I say Yes and viola! I get the desired result - the picture appears in Microsoft Office Picture Manager.

Now, here's the rub. If I go to Preview the Hyperlink does nothing! It does not give me the option of saying Yes to the above message. No message at all.

What am I missing?? Any help will be appreciated.

Hmmm! This problem goes away when page is "published". I published it to my Desktop and tried the link. Viola! It works. So, a happy ending.
