Huntgroup coverage when members available but don't answer

Hi sorry if this is a silly question. I have a bog standard huntgroup (non acd) set as ucd-mia with 6 managers stations as members. The stations (managers) all have coverage to vmail after 4 rings. They want/demand that when a call comes into their station number on no answer calls go to their vmailbox, (which works fine!), but If a call comes into the hunt group number and gets presented to a free member and does not get answered the call should go back into the hunt group and tries another free member etc until it gets answered. I have tried to setup coverage path on the Huntgroup which points back to itself, but this did not work. I can't change the type of huntgroup i.e make it acd and i have tried to educate the managers into marking themselves absent from the huntgroup without success. Any suggestions please on how this could be achieved. Does coverage on the huntgroup only kick in when all members are unavailable or busy.
