Hunt Group Overflow issue

I have a couple of J169 phones used by operators, they answer for multiple locations. All the different numbers land on VDN's that point to a single vector controlled Hunt Group. They have been using HntPos-Bsy key on the phone to step in and out of the group.

Basically they want calls to

[ul]
[li]arrive on multiple DDI numbers[/li]
[li]when at least one of the is Hunt Busy Deactivated the calls should queue for as log as it takes[/li]
[li]when the last one leaves (All busy Activated) calls overflow to security[/li]
[/ul]

Then there are a couple of stations configured in the Hunt Group and the have HntPos-Bsy keys, this has worked in the past, now with all the agents Busy Activated it just queues (takes them as busy but still available), if I alter to Available Agents it overflows straight away.

 
Worked around it as do not have EAS so the Login/Logout BCMS with J179's seemed problematic at best. Added a set with 2 coverpaths one to the Hunt Group and one to the Overflow, gave the users Autodials to change the sets coverpath for day/night.
