Hunt group issue

I have a line coming in that is supposed to ring a group with 3 users, if someone from that group does not pick up within 16 seconds, the call should then ring another group. The issue is, the incoming call route is skipping the first group and going straight to the overflow group. I've checked everything and it all seems to be good. Any suggestions?
 
What is the ring mode for the initial group?
Is queuing turned on?
How is the overflow configured? Overflow Mode? Immediate Overflow? Overflow Time? Group No Answer Time?

 
The 3 users in the original group are they in the group but "unchecked" by chance? This means they are in the group but logged out. Are the users set to DND and immediate overflow set? Is the mode of the group set to night or OOS? Is the incoming call route setup correctly?

Really need more information.

The truth is just an excuse for lack of imagination.
