Hunt Group, call reroute no call tone or MOH

Hello!
I'm trying to config RAD Hunt group as greeting message for incoming calls on vMCD.
Have a problem with handling Hunt Group's reroute to extention.

1) Incoming call hits to RAD Hunt Group
2) After RAD message is plyed call is rerouting to ext. 1030 (operator)

Problem: While reroute is in progress the caller is hearing only silence until operator aply a call,the is no dial tone.
Tried to apply music on hold to play while call rerouting, but it's not working.
MOH is enabled on COS for phones and RAD HG.

Tried to dial a VM port assigned to Hunt Group - MOH is playng.
When dialing a Hunt Group pilot number - no MOH is played.

On another system all works fine, all configuration is identical.

Have no idea what's a deal.
Have someone solved something alike?

you do not terminate calls to the RAD group.

What type of device is the operator 1030

Operator is 5340 Mitel phone.

Anyway problem with MOH on reroute is solved. The problem was in embedded audio sources - there were no system MOH.
I've applied audio file to source ID 1 and configured it as "MOH", but the "system MOH" (source ID 0) was not configured.
After configing system MOH - music is playing during reroute. All works fine.

As I can see, source ID 1 "MOH" can be applied for any tenant, but Hunt Group pilot number cant be on tenant (I didnt find where it can be configured for tenant number), so the only MOH source for HG pilot number is "system MOH".

I'm undestand that design is not quite correct, but cant see alternatives for task I've got. I'm new in Mitel, and VoIP.
Need to terminate incoming call to voice greeting and if none of DN was enttered, reroute it to operators phone.
I can apply mesage to VM port and config a VM Hunt Group instead of RAD HG, but customer didn't want to hear VM mesages like "you will be transferred to number xxxx". And I dont know how to shut it down)
Will be appreciate for any decisions or ideas to design it in right way))
