Hunt group announcement not working

We have got a customer who wants to use an announcement in a hunt group. The hunt group type is DDC, the Queue is set to yes and on the second page the announcement is active an working.
When there is no availeble agents the caller hears a busy instead of the announcement. What do we do wrong?
The system is a CM 2.1.1 with Dynamic queue slots.

you can change your treatment method.

you use vdn which queue the incoming call to the ucd-mia skill huntgroup, you can write the steps in the vector, when all of the agents to be busy, hear the announcement, then waiting for the service to hear the music
