I have a 10/100bt network I'm using a 3com Linkbuilder FMS II hub.  When I connect the hub to a live wall outlet that I am able to get on the network with no problem w/o a hub the cat 5 cable going to the wall into plug one on the hub gets no link light any other compters that I plug into the hub get link lights but no network connectivity.  I pretty certain it is not a hub issue but don't know why I can't get a network link through a hub.

It sounds like you are adding a hub to an existing network connection back to a hub or switch.  If that is the case you need to get a cross over patch cable to connect the hub to the "wall outlet".  The cross over cable is designed to connect two hubs together.

Thank You for you help I had to change a switch on the hub to use the cable I had.
