Having issue with firmware update working in QA but not in Production Environment
Upgrading 96x1 and B189 phones to latest files (below). Upgrade is targeted using $GROUP SEC step in Hupgrade file. Introduced into QA/DEV environment TFTP server and it is successful. Introduced same files into production TFTP server and phones receive download files and register to CM. Can confirm at CM ‘status station’ and at phone CRAFT menu. However phone has no dial tone and when calling get cover target. Sure it’s getting 46xxsettings.txt because of features enabled at phone. When you call one of the phones upgraded you get 3371 & 2300 denial codes in ‘list trace sta’ command. Pretty sure its not this as codec is selected in CLAN. Upgraded phones across multiply CLANS and network regions. Two phones on same firmware level and same CM in QA and Prod environments. If I switch then it works on QA. Phone registers in Production but has no dial tone and cannot call getting same deny error.

Any clues and suggestions what the issue may be?

Just taking a stab at it since nobody else has replied... are you specifying codecs in your settings file that are not in the network region form?
 
That is what I found out. You were right on. Using un-encrypted firmware when should have downloaded encrypted set. Learned that encrypted is backwards compatible across none encrypted codec NR, while unencrypted firmware will only work on unencrypted codec NR.
