http Error 403 - Forbidden: Access is denied

I don't know too much about IIS 6.0, and I'm trying to figure out why as an admin I can't access a website on the localhost. I installed a reporting server from Symantec which installed by default, but when I type the url,
I get 'You are not authorized to view this page'
http Error 403 - Forbidden: Access is denied.

Now I know this has something to do with perms, but I dont know where to look to troubleshoot the problem.

Any thoughts will be appreciated. Let me know if anyone needs to see any log info.
 
You would go to the home directory. In IIS6, you can right-click the website and choose "permissions". Take a look in there.
 
I have all admins getting full access. domain users and power users have R+W+M perms.

Now I get a 500 Internal Server error. could there be perms on the default page? Where else could I look?
 
In addition, anonymous access is disabled. I got the same errors with it enabled as well.
