The HTML specs are maintained by the world wide web consortium at

http://www.w3.org.

For HTML 3.2, see

http://www.w3.org/TR/REC-html32.html

For HTML 4.0, the spec is at

http://www.w3.org/TR/REC-html40/,

but it's much more obtuse. You might do better with a "Dummies" book (amazon lists several).
