HTML into emails

Hi All
I need a little help. I am tyring to copy the contents of a dreaweaver / HTML file into and .msg outlook message file. The effect i am after is that when the enduser opens the email. the HTML file is displayed in the email and the email is kept to a good min size with 0 attachements.. I have done this before therefore know it can be done.. however i have no idea how i did this.. can anyone help or reccomend sofware that can aid me.
