HP560C prints great-nothing on paper!!

The printer seems to operate normally but yields blank pages. There is some ink in both cartridges. I cleaned the cartridges and did the printer cleaning routine. Could it be 2 bad cartridges? Probably not likely. If the heater wire is elsewhere in the printer it's probably a tosser. Is there anything else to try?

just checking the obvious - removed the protective strips from cartridges ?
 
Yes these are old cartridges. They don't have anything over the printheads. There was some accumulation of ink but I cleaned that off with a damp cloth.
 
Old cartridges dry and clog the jets.
Leave them soaking on a drop of water for a day and you may get them loosened up enough to flow ink.
Don't use more than a drop or two of water.
