HP Vectra VL will not boot

I have an HP Vectra VL that was sitting around for weeks and now wont boot. I see the green power button on and the amber padlock symbol is on too but nothing on the display.

I heard some rattling in the case and opened it up and there was a loose spring and a broken piece of yellow plastic rolling around. It appeared to have broken off from the top are of the riser board, where it says CHS_SW which I assume might mean chassis switch?

What is the padlock, does it mean the case isnt supposedly closed. Im thinking a sensor may have been broken off and needs to be shorted before the PC boots.
 
Doubt that is the problem as I test HPs all the time with the covers off. What is the exact model?
 
Its a mode VL I Series 8 C/433 P

A desktop slimline, Celeron 433.
