the fc card is qlogic 2312,64bit

msl6000 use e1200-160 fc router

the backup server's pci slot is 32bit

i test the tape library in a stroagenode :hpux os ,succesful

As NW does not use its own driver, it is mandatory that your harware works with the native OS tools first. Before you have not solved this problem, it is not worth to continue with NetWorker.
