HP LJ4L not printing

I tried installing an HP LaserJet 4L that had been out of use for several months. Windows 98 Plug & Play recognized the new hardware and loaded a driver. But, when I tried a print job, all I got was one sheet of gray streaks, then all the panel lights started flashing. Nothing but a power disconnect could reset it. I tried installing a different driver downloaded from the 'net, but the results are the same. I know little about printers--is this a hardware problem?

Once the paper feeds through, all the lights on the panel turn on. Only the one sheet will pass through. The on / off switch also becomes unresponsive.
 
when all the light are on this mean a fault error, when all the light are on hold down the go button the light should change from this we can see what system it have problems with but it is a hardware problem . gunthnp

There are 4 lights on the panel, each next to an icon. Going from the bottom, there is the "on" icon like a half-circle, a piece of paper with a down arrow on it, a piece of paper with a line crossing it diagonally, and a symbol that looks like a vertical bar on top of another but slightly offset (kind of like stylized lightning).

The lights that stay on after it "faults" and you press the on button are the second from the bottom (paper with arrow) and the top button (the vertical bars). Does that mean anything to you?
