HP Laserjet 1000 + Windows XP - Problem

I have an XP machine that has an HP Laserjet 1000 attached
to it. When a user boots up the machine and logs onto the
computer, the HP 1000 works fine. Yet, when you log off
that user and log on as another user, the HP 1000 shows up
offline.

Has anyone else experienced this or know a work around so
that the HP Laserjet 1000 will stay online when logging on
as different users?

Is it possable the printer was installed just for the one user that is able to use it?
